Scalability is the ultimate goal of a cloud-based, operating expenditure based application. Not only is it important to be able to scale up quickly to meet increasing demand but it is also important to be able to scale down when demand decreases. The reason for this is that you are paying for active instances of your application even when there is no work actually being done by the application. (more)
